164 <br /> <br />TUESDAY, OCTOBER 10, 1989 <br /> <br />Vice-Mayor Williams expressed several concerns that had been brought to his <br />attention, as follows: (I) Why are the decorative lights downtown on during <br />the day and off at night; (2) Check Second Street during heavy rainfall to <br />observe the overflow of water in the street; (3) Check A-frame sign on corner <br />of Massey and Church Streets because it is creating a sight distance problem; <br />(4) Check the building owned by Roy Stone which is across the street from the <br />sign at Massey and Church Streets because it is dilapidated and in need of <br />repair; and (5) Requested a copy of the City's Employee Manual. <br /> <br />Mayor Oakes noted, (1) He, along with Vice-Mayor Williams and City Manager <br />Brown would be attending the Virginia Municipal League Conference in Fairfax, <br />October 15-17, 1989; and (2) He had been invited by the Virginia Museum of <br />Natural History to attend a meeting in Blacksburg on October 19 to accept an <br />award on behalf of the City, that he would be attending and any other Council <br />Members were welcome to go also. <br /> <br />Councilman McClain asked that an item be plaqed on the October 24 Agenda <br />related to the scheduling of Council Meetings. <br /> <br />At the request of Councilman Cole, and in accordance with the requirements of <br />subsection A. 1 of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as <br />amended), and upon motion by Vice~iayor Williams, seconded by Councilman <br />Groden, and unanimous agreement carried by a recorded vote, Council convened <br />into an Executive Session for the purpose of (1) considering nominees for <br />appointment to the Blue Ribbon Drug Study Committee, and (2) a personnel <br />matter.
