TUESDAY, SEPTEMBER 26, 1989 <br /> <br /> (d) Should, within the period of this franchise, developments <br />within the field of power or heating substances offer to the grantee the <br />opportunity to more effectively, efficiently or economically serve its <br />customers through use of a substance or material other than natural gas, then <br />the grantee may petit.ion the City Council .~for .review of this franchise in line <br />with such 'developments. !. <br /> <br />SECTION 6. SERVICE~'STANDARDS AND'CONTROLS. ,! -..~. <br /> <br /> (a) In General. The grantee agrees to provide and maintain, at all <br />times, its entire plant and system in such condition that it will furnish safe, <br />adequate, efficient and continuous service. <br /> <br /> (b) Quality. The quatity of the natural gas to be furnished and <br />supplied by the grantee to the consumers of natural gas within the city shall <br />at all times be of a heating value of not less than 1,000 British Thermal Units <br />per cubic foot of gas so furnished, unless the Federal Energy Regulatory <br />Commission or other authorized governmental agency should approve a lower value <br />for gas to be delivered to the grantee by the company or companies transmitting <br />the natural gas to the grantee. <br /> <br /> (c) Pressure. Gas pressure, as measured at the outlet of the <br />grantee's service to any consumer, shal~l never be less than four inches of <br />water column. The grantee shall install and maintain a reasonable number of <br />graphic recording pressure gauges at points in the distribution system as <br />necessary to determine average pressure. <br /> <br /> (d) Meter Accuracy. All gas service shall be supplied through a <br />meter which shall accurately measure the amount of gas supplied to any <br />consumer. The consumer shall supply a safe and proper place for the <br />installation of each meter. Meters shall be tested for accuracy by the grantee <br />upon the request of any consumer who believes his meter to be inaccurate. If, <br />upon test, it appears that such meter overruns to the extent of three (3) <br />percent or more, the grantee shall pay the cost of Such tests and shall make a <br />refund for overcharges collected since the last known date of accuracy but for <br />no longer than six months, on the basis of the extent of the inaccuracy found <br />to exist at the time of the tests. If, when any meter is tested upon the <br />demand of a consumer, it is found to be accurate or slow or less than three (3) <br />percent fast, the grantee may require the consumer to pay the reasonable cost <br />of such testing. Any meter found inaccurate upon any test beyond a tolerance <br />of two (2) percent shall not be returned to service until properly adjusted. <br /> <br /> <br />
