TUESDAY, SEPTEMBER 26, 1989 <br /> <br />Council acknowledged receipt of a monthly financial report prepared by Finance <br />Director Richard D. Fitts for the period ended August 31, 1989. In connection <br />therewith, Councilman Cole inquired as to the inter-workings of the City's <br />various funds, particularly as they relate to "seasonal" revenues and <br />expenditures and the availability of sufficient cash at all times. <br /> <br />In accordance with the requirements of subsection A. 1 of Section 2.1-344 of the <br />CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br />unanimously carried by a recorded vote, Council convened into an Executive <br />Session for the purpose of considering nominees for appointment to fill a <br />vacancy on the Industrial Development Authority and a vacancy on the Piedmont <br />Regional Community Services Board and for the purpose of considering a <br />personnel matter relating to agencies involved in the maintenance/development <br />of the downtown business district. At the conclusion of this Executive <br />Session, Council reconvened into regular session where, upon motions, duly <br />seconded and unanimously carried, Council appointed Mr. Robert W. Sherwood to <br />the City's Industrial Development Authority for the unexpired term of Mr. S. S. <br />Flythe, Jr., resigned, which term will end September 26, 1992; and Mrs. John <br />Redd (Sylvia Go) Smith, Jr., to membership on the Piedmont Regional Community <br />Services Board ("Chapter 10") for the unexpired term (ending June 30, 1992) of <br />Dr. Joanne Whitley, resigned (no longer eligible for membership on this Board <br />because of change of residence to outside the City. Such, too, was the case <br />with Mr. Flythe.) <br /> <br />Unscheduled business matters/comments/inquiries consisted of the following: <br /> <br />Councilman Groden's inquiry as to the movement of motor <br />vehicular traffic along Commonwealth Boulevard.in the vicinity <br />of the new Liberty Fair Mall, as well as in and out of the <br />Mall, with Police Chief Terry L.
