TUESDAY,' SEPTEMBER 26, 1989 <br /> <br />Council also unanimously appropriated the sum of $5,000.00 to the City <br />Sheriff's 1989-90 budget for the employment of part-time/temporary personnel, <br />as recently authorized by the State Compensation Board, with the understanding <br />that said sum will be off-set or reimbursed by a like amount by the <br />Commonwealth of Virginia. <br /> <br />In a report by Public Works Director Leon E. Towarnicki to City Manager Brown <br />(under date of September 20, 1989), copies of which were relayed to Council- <br />members, Mr. Towarnicki summarized a study conducted jointly for Martinsville <br />and Henry County by Olver, Inc., Blacksburg, Virginia, dealing with the need <br />for both jurisdictions to being recycling certain wastes/refuse to meet State <br />mandated requirements beginning in 1991. Included in the study and report were <br />the recommendations that (1) a joint cardboard recycling center be located at <br />Henry County's existing landfill, (2) drop-off centers be established at <br />v.arious locations within both the City and Henry County, and (3) the City and <br />Henry County implement promotional and educational programs to encourage <br />recycling and to maintain accurate records on the quantity of materials <br />recycled, In an ensuing discussion of this report by members of Council, <br />emphasis was placed on the need for the City/County to expedite and implement <br />the recommendations from the study as well as to apprise the general public of <br />the two governing bodies' interest and efforts toward complying with the <br />mandates, which become effective in 1991 and become even more stringent in 1992 <br />and 1993. <br /> <br />Council deferred consideration of the status of the proposed Fayette Street <br />Streetscape Project. <br /> <br /> <br />
