TUESDAY, SEPTEMBER 26, 1989 Sec. 12-98. Unauthorized use of parking space reserved for handicapped. Section 46.1-104.1 amend to 46.2-731 Section 46.1-149.1 amend to 46~2-739 Section 46.1-254.2 amend to 46.2-1238 Sec. 12-108. Presumption 'in prosecution for violation of article; evidence of vehicle ownership. (a) chapter 3 of title 46.1 (Section 46.1-41 et seq.) amend to chapter 6 of title 46.2 (Section 46.2-600 et seq.).. (b) A certificate issued pursuant to the provisions of Section 46.2-213 of the Code of Virginia, or a record produced in accordance with Section 46~2-215 of the Code of Virginia, setting forth the distinguishing number or license plate of a motor vehicle, trailer or semitrailer, together with the name and address of the owner thereof, shall be prima facie evidence of the ownership of the vehicle to which such distinguishing number or license plate has been assigned by the department of motor vehicles. BE IT FURTHER ORDAINED, that an emergency existing, this ordinance shall be in effect on and after October 1, 1989. Also, upon recommendation of Commonwealth's Attorney Smith, Council placed on first reading Ordinance No. 89-13 which, if adopted, will amend Section 12-140 of the City Code to the extent of changing the effective date from now-Julyl, 1989, to January 1, 1990. Upon being informed that the City has received, for account of the Martinsville City School Board, the sum of $51,298.26 to purchase and finance the cost of certain computer (data processing) equipment under the Governor's Educational Technology Initiative Procurement/Finance Program (see Council minutes of meeting held April 25, 1989), Council unanimously appropriated the "rounded" sum of $51,300.00 for this purpose, of which $41,682.00 will be for purchased equipment, $7,102.00 for principal, and $2,516.00 for interest.
