Upon
motion, duly seconded ahd unanimously carried, Council authorized acceptance of
the Ram proposal but deferred appropriating funds for the City's share,
inasmuch as City Manager Brown indicated a possibility that the City's
appropriate share might be no more than $6,000.00. The record notes, too, that
the Henry County Board of Supervisors, on August 28, 1989, approved the
awarding of the EMS study contract to Ram Communications.

City Manager Brown reported, too, that--as a result of a recent request--
several proposals have been received for the conduct of a comprehensive study
of various alternatives of disposing of solid waste in Martinsville and Henry
County. Mr. Brown reported, .further, that the City's Administrative Staff and
the Henry County Board of Supervisors now recommend that Joyce Engineering be
awarded a contract to conduct such a study, at a cost not to exceed $35,240.00,
to be shared equally by the City and Henry County (i.e., not to exceed
$17,620.00 each), and that sufficient funds are already budgeted and available
to finance 'the City's cost share. Upon motion, duly seconded and unanimously
carried, Council authorized the acceptance of the Joyce Engineering proposal
and the awarding of a contract to the Joyce firm for the study.

Council unanimously went on record as being supportive of a proposed
application, as presented by Mrs. Alice M. Canupp, Executive Director of the
Southern Area Agency on Aging, Inc., for technical assistance funds from the
Virginia Department of Transportation for a proposed coordinated transportation
project for the area to cost $20,000.00, of which $18,000.00 would be supplied
