Ordinance shall be <br />· effective on and after January 1, 1990. <br /> <br />In acknowledging receipt of a bid submitted under date of Augustl8, 1989, by <br />Southwestern Virginia Gas Company for a franchise to operate a gas company in <br />Martinsville for a thirty-one year term beginning July 1, 1989, and there being <br />no other bids submitted pursuant to invitation duly published, Council placed <br />on first reading an ordinance to accept Southwestern Virginia Gas Company'S <br />bid. The record notes that Councilman Allan McClain, being President of <br />SOuthwestern Virginia Gas Company, abstained from voting on--or taking part <br />in--any question pertaining to this matter. The bid is herein made a part of <br />these minutes as Addendum No. 1 thereto. <br /> <br />City Manager Brown informed Council that, as a result of C0uncil's authori'zing <br />action taken in meeting held January 10, 1989, invitations for bids were. <br />recently advertised to conduct a comprehensive study of the Emergency Medical <br />Services System serving Martinsville and Henry County, as previously requested <br />by the area Rescue Squad Association and with the concurrence of the Henry <br />County Board of Supervisors. Mr. Brown also informed Council that, as a result <br />of the bid invitation (i.e., Request for Proposal), seven bids/proposals have <br />been received, of which a bid/proposal submitted by Ram Communications <br />Consultants, Inc., of Avenel, New Jersey, has been adjudged the most acceptable <br />at a cost not to exceed $19,976.00, to be financed by $6,000.00 from the <br />Virginia Division of Emergency Medical Services, $6,988.00 from the County of <br />Henry,and $6,988.00 from the City of Martinsville.
