TUESDAY, AUGUST 22, 1989 <br /> <br />Council acknowledged receipt of the following Staff reports: <br /> <br />1. A financial report, prepared by the Director of Finance, as <br /> of June 30, 1989; <br /> <br />A summary of revenues and expenditures (un-audited) for the <br />fiscal year ended June 30, 1989, and their effects upon <br />previously-estimated fund surpluses projected to June 30, <br />~1990; <br /> <br />3. A financial report for the month ended July 31, 1989; <br /> <br />4. The status of the Fayette Street Streetscape Project, as to <br /> required participation by property owners; <br /> <br />A report by Public Works Director Leon E. Towarnicki <br />indicating that problems associated with the operation by <br />Holly Auto Sales of a used-car lot at the intersection of <br />Memorial Boulevard with Ivy Street are being resolved; <br /> <br />A report prepared by Mrs. Judy D. Robertson, Personnel <br />Operations Supervisor, reflecting the cost incurred by the <br />City in publishing the City's quarterly newsletter from its <br />inception in the last quarter of 1988, the numberof copies <br />(being 8,500) of each of the three editions mailed, and the <br />subject matters covered in the three published editions. <br />After some discussion, followed by some suggestions for <br />future editions in the event this publication is continued, <br />Council continued this matter for further consideration at <br />Council's next regular meeting or, if not all members are <br />present, to such regular meeting when all members are present <br />to decide whether the newsletter will be continued and in <br />what form and in what quantities for distribution; and <br /> <br />A personnel office report for the fiscal year ended June 30, <br />1989, as prepared by Mrs. Judy D. Robertson, Personnel <br />Operations Supervisor, citing employee "turnover", i.e., <br />separations among classe~ of employees and reasons therefor, <br />numbers of applications and selection data, and the City's <br />Development/Merit/Longevity Plan and numbers of employees <br />granted pay increases thereunder, all for each of the past <br />five fiscal years, plus a listing (by name, position, and <br />salary) of "new hires" during the fiscal year ended June 30, <br />1989. Members of Council commended Mrs. Robertson for the <br />preparation/format of this report, describing the report as <br />being excellent and enlightening. <br /> <br />Council unanimously accepted City Manager Brown's recommendations, supported by <br />the Commercial Development Commission, that (1) the allowable time limit in <br /> <br /> <br />
