[20 <br /> <br />TUESDAY, AUGUST 22, 1989 <br /> <br />Council unanimously recommended that the West Piedmont Planning District <br />Commission "make a favorable comment".on an application by STEPPING STONES, <br />INCORPORATED, for Federal funds in the amount of $100,000.00 to finance the <br />cost' of salaries and fringe benefits and auditing/bookkeeping expenses for this <br />organization during the next three budget years. Council's recommendation was <br />contingent, however, upon a policy letter, prepared by City Manager Brown, <br />accompanying the Council's recommendation whereby the City's position in this <br />matter will be clearly stated, noting that, while the Council is supportive of <br />the objectives of this organization, viz., to operate a day-care center for <br />severely mentally-handicapped adults, the Council is in no way.committed to <br />provide any monetary support to the organization. Pointing out that the <br />application also lists the sum of $10,000.00 being available from applicant's <br />funds for travel/equipment expenses and, too, an amount of $25,000.00 as <br />"local" funds, i.e., "cost-sharing", to be applied to the cost of abuilding <br />for the day-care center, to which the County of Henry is reported to have <br />pledged $20,000.00, Councilman McClain observed that the figures in the <br />application do not include or provide funds for building operation/maintenance <br />or for building rental or for other costs quite likely to be incurred. <br /> <br />Council unanimously authorized the expending of the sum of $282,000.00 from the <br />City's Industrial Park Fund for the re-acquisition of property at West Church- <br />North Bridge-West Main Streets (more recently known as the "downtown hotel <br />site") by t~e City's Redevelopment & Housing Authority, pursuant to an <br />authorized bid submitted by City Manager Brown on behalf of the Authority at <br />the public auction held August 9, 1989, and accepted by the holder(s) of Deed <br />of Trust on this property. <br /> <br /> <br />
