TUESDAY, JULY 11, 1989 <br /> <br />Council continued to its forthcoming July 25th regular meeting its scheduled <br /> <br />consideration of a proposed gas franchise, to replace and/or succeed the <br />current thirty-year franchise granted Southwestern Virginia Gas Company as of <br /> <br />October 1, 1959. <br /> <br />Upon motion, duly seconded and unanimously carried, Council recommended that <br />the West Piedmont Planning District Commission "make a favorable comment" on an <br />application now before the Commission in a clearinghouse procedure, as filed by <br />the Virginia Department of Transportation, seeking federal funding for the <br />Statewide 105 Program of Projects, fiscal year 1990. <br /> <br />By memorandum report to City Manager Brown (who was away from the City on <br />vacation), and in person, Recreation Director Herbert O. Hughes informed <br />Council that the cost of reconditioning the eight tennis courts at Martinsville <br />Senior High School is estimated to amount to $62,500.00 and that to replace the <br />wire fences around these courts, plus bottom-and-top rails and painting of <br />posts, is estimated to cost $6,515.00. After some discussion of the latter <br />phase and cost, members of Council suggested that this phase be postponed and/ <br />or re-examined. In addition, Mr. Hughes reported that a simple sealing process <br />should cost no more than $2,500.00, whereas the complete replacement of the <br />eight courts would cost $138,000.00. Mr. Hughes also pointed out that, either <br />to recondition or replace the two "lower" courts will require the construction <br />by the City of an access road from the high school "running" track to said <br />lower courts and, further, that access road must be via the "running" track, in <br />which case contractors will not assume responsibility for any damage by <br />contractors' equipment to the track.
