TUESDAY, JULY 11, 1989

need to recondition these tennis courts, Council unanimously authorized City
Manager Brown to invite bids for the reconditioning and to recommend to Council
a source of funds to finance the reconditioning.

Pursuant to the requirements of Section 2.1-344 of the CODE OF VIRGINIA (1950,
and as amended), and upon motion, duly seconded and unanimously carried by a
recorded vote, Council convened into an Executive Session for the purposes of
(1) considering nominees from whom Council might select and appoint to the
ANCHOR Commission for the unexpired term of Dr. Larry Kellogg, recently moved
away from the City, and (2) being briefed by City Attorney Worthy on a matter
involving pending litigation. At the conclusion of this Executive Session,
Council reconvened into regular session where, on roll call, each member
certified that, to the best of his knowledge, (a) only public business matters
lawfully exempted from open meeting requirements by Virginia law were discussed
in said Executive Session and (b) only such public business matters as were
identified in the motion convening the Executive Session were heard, discussed,
or considered by the Council. In said reconvened open session, Council took no
actions on either of these two matters.

Unscheduled matters brought to Council's attention were (1) a report by

Councilman Groden of having heard allegations that the City" .... is on the

hotel site" note, i.e., funds borrowed from Piedmont Trust Bank by Martinsville
Development Associates for the purchase of property (then owned by the City's
Redevelopment & Housing Authority) as the site of a hotel, which allegations
were refuted; and (2) an inquiry by Councilman Cole as to the status of the
"Employee Suggestion Box" authorized by Council in September of 1987, with a
response to this inquiry being requested of City Manager Brown.
