TUESDAY, JULY 11, 1989 <br /> <br />need to recondition these tennis courts, Council unanimously authorized City <br />Manager Brown to invite bids for the reconditioning and to recommend to Council <br />a source of funds to finance the reconditioning. <br /> <br />Pursuant to the requirements of Section 2.1-344 of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and unanimously carried by a <br />recorded vote, Council convened into an Executive Session for the purposes of <br />(1) considering nominees from whom Council might select and appoint to the <br />ANCHOR Commission for the unexpired term of Dr. Larry Kellogg, recently moved <br />away from the City, and (2) being briefed by City Attorney Worthy on a matter <br />involving pending litigation. At the conclusion of this Executive Session, <br />Council reconvened into regular session where, on roll call, each member <br />certified that, to the best of his knowledge, (a) only public business matters <br />lawfully exempted from open meeting requirements by Virginia law were discussed <br />in said Executive Session and (b) only such public business matters as were <br />identified in the motion convening the Executive Session were heard, discussed, <br />or considered by the Council. In said reconvened open session, Council took no <br />actions on either of these two matters. <br /> <br />Unscheduled matters brought to Council's attention were (1) a report by <br /> <br />Councilman Groden of having heard allegations that the City" .... is on the <br /> <br />hotel site" note, i.e., funds borrowed from Piedmont Trust Bank by Martinsville <br />Development Associates for the purchase of property (then owned by the City's <br />Redevelopment & Housing Authority) as the site of a hotel, which allegations <br />were refuted; and (2) an inquiry by Councilman Cole as to the status of the <br />"Employee Suggestion Box" authorized by Council in September of 1987, with a <br />response to this inquiry being requested of City Manager Brown. <br /> <br /> <br />
