TUESDAY, JUNE 27, 1989 <br /> <br />On behalf of Mr. Dorn V. Willjams, developer of a nursing home complex (now <br />under construction and identified as the "Dorn-Will" project) off the east side <br />of East Church Street (Route 58 East), near the City's corporate limits, Mr. <br />Conrad M. Knight, Architect for the project, appeared before Council, <br />accompanied by Mr. Williams, and requested that the City finance the cost, <br />estimated $42,370.00 (excluding grading), of an access road of approximately <br />340 feet to serve the complex. As City Manager Brown pointed out, recent <br />efforts by the City to obtain Community Development Block Grant funding for the <br />access road have been unsuccessful; and, whereas under the City's Subdivision <br />Ordinance regulations, unless Council authorized a-variance therefrom, the <br />developer would ordinarily be responsible for required street improvements, the <br />character and scope of the project will be of such favorable economic impact <br />upon the City as to justify such a variance. After some discussion, and upon <br />motion, duly seconded and unanimously carried, Council agreed for the City to <br />construct said access road, for which Council unanimously appropriated the sum <br />of $42,370.00 from the City's Industrial Park Fund. <br /> <br />In accordance with the provisions of Subsection A. 1 of Section 2.1-344 of the <br />CODE OF VIRGINIA (195'0, and as amended), and upon motion, duly seconded and <br />unanimously carried by a recorded vote, Council convened' into an Executive <br />Session for the purpose of considering nominees for appointment and/or <br />reapp0intment to the City's Overall Economic Development Program Committee and <br /> <br />to the Commercial Development Commission for terms beginning July 1, 1989. At <br />the conclusion of this Executive Session Council reconvened into regular <br />session and upon motions, duly seconded and unanimously carried, (i) <br />reappointed all present members of the OEDP Committee, with the exception of <br /> <br /> <br />
