TUESDAY, JUNE 27, 1989 <br /> <br />An interpretation (by Kevin B. Reed, City Planner/Zoning <br />Administrator) of the City's Zoning Ordinance indicating, in <br />response to a recent inquiry by Councilman Cole, that <br />privately-operated landfills are not allowed within the <br />City's corporate limits. <br /> <br />Also, under the caption of "Staff Reports", City Manager Brown apprised Council <br />in writing of the status of efforts to find a satisfactory and most economical <br />method to remove dye-colors from the effluent from the City's Water Pollution <br />Control Plant to acceptable levels as well as to those levels required by the <br />State Water Control Board. Mr. Brown's report, in its entirety, is herewith <br />made a part of these minutes, as an addendum thereto. Meanwhile, Mr. Brown <br />reported, his recommended polymer feed is subject to approval by the State <br />Water Control Board; however, in order to expedite procedural phases and to <br />comply with Water Control Board mandates, it was deemed appropriate by Mr. <br />Brown and City Attorney Worthy that they, on behalf of the City, execute a <br />Consent Decree in the Circuit Court of the City of Richmond, Virginia, agreeing <br />that the City will follow a compliance schedule, identified as "Appendix A", <br />and will comply with effluent limitations and monitoring requirements set forth <br />in appendices "B" and "C", as made a part of the decree and order. After some <br />discussion, upon motion, duly seconded and unanimously carried, Council <br />ratified the actions by Mr. Brown and Mr. Worthy in executing said Consent <br />Decree on behalf of the City under date of June 23, 1989. Council joined with <br />Councilman Mcclain incommending City Manager Brown and Water Resources <br />Director John H. Dyches for their tireless efforts in this matter and, also, in <br />recognizing with appreciation the cooperation extended the City by officials <br />and representatives of the local textile .industry. <br /> <br /> <br />
