TUESDAY, JUNE 27, 1989

WHEREAS, the Mall will enhance the local economy by providing
jobs for area citizens, providing additional tax revenue, and
bringing people from surrounding areas into the City and County;
and

WHEREAS, Liberty Fair Mall has scheduled the Grand Opening of the
Mall from August 30 to September 4, 1989; now, therefore,

BE iT RESOLVED by the Council of the City of Martinsville,
Virginia, in regular session assembled June 27, 1989, that said
Council does hereby designate August 30 to September 4, 1989, as
an official END OF SUMMER AND LABOR DAY WEEK CELEBRATION in
recognition of the contributions and importance of the businesses
of Martinsville and Henry County to the area, and urge all of our
citizens to participate in and enjoy the activities planned for
this special event.

Upon being informed that, after a period of one and one-half years' vacancy in
an Eligibility Worker position in the City's Social Services Department because
of lack of State funding, the State Department of Social Services has recently
agreed to fund its 80% share of the cost of said position for the forthcoming
1989-90 fiscal year, Council unanimously appropriated from General Fund surplus
the City's share in 1989-90for this position, being $2,357.00, with the
remainder (being the difference between the total cost of $19,178.00, including
"benefits", and said City Share) being appropriated from 1989-90 estimated
revenue from the Commonwealth for public assistance.

In accordance with a condition attached to the Special-Use Permit authorized by
Council at its regular meeting held June 28, 1988, for a group home for non-
violent adult mental patients operated by Patrick Henry Mental Health Center at
601 East Church Street, Council reviewed said permit and authorized its
continuance until April of 1990 inasmuch as this group home did not begin
operations until April of 1989 and has not completed its first year on which a
review by Council was required.
