TUESDAY, MAY 23, 1989 <br /> <br />Further accepts liability for its pro rata share of <br />any funds not properly used or accounted for pursuant <br />to the Regulations and the Application; <br /> <br />Assures that said funds, when received, will be <br />transferred immediately to the Martinsville-Henry <br />County Clean Community Commission and that all funds <br />will be used in the Cooperative Program, hereby <br />endorsed and supported; and <br /> <br />Hereby requests the Virginia Department of Waste Man- <br />agement, Division of Litter Control and Recycling, to <br />consider and approve the hereby-authorized <br />Application and Program, said Program being in accord <br />with Regulations governing use and expenditure of <br />said funds, <br /> <br />City Manager Brown presented for Council's consideration and approval, subject <br />to pending legal opinion by City Attorney Worthy, a proposed policy to limit <br />terms of members appointed by Council to certain boards and/or commissions as <br />well as to limit the terms of chairpersons of such boards and commissions but <br />would not be applicable to multi-jurisdictional boards and commissions. After <br />being informed by City Attorney Worthy that certain State statutes already <br />apply to appointment procedures and that Council can not limit the terms board <br />and commission members may serve as officers (except in one instance), upon <br />motion, duly seconded and unanimously carried, Council "tabled" said proposed <br />policy and consideration thereof for an indefinite period of time, after both <br />Councilmen Groden and McClain asked for more time to study the policy and, <br />perhaps, to make certain changes therein, coupled with Vice-Mayor Willjams' <br />question as to the need for such a policy, inasmuch as Council already <br />determines' by its appointive authority whether board and commission members <br />shall be reappointed from time to time, <br /> <br /> <br />
