TUESDAY, MAY 23, 1989 Council unanimously adopted the following resolution which authorizes the Martinsville-Henry County Clean Community Commission to apply for and administer litter control grant funds, in the total amount of $9,739.00, for the forthcoming fiscal year: WHEREAS, the Council of the City of Martinsville, Virginia, recognizes the existence of a litter problem within the boundaries of the City; and WHEREAS, the Virginia Waste Management Act provides, through the Virginia Department of Waste Management, Division of Litter Control and Recycling, for the allocation of public funds in the form of Grants for the. purpose of enhancing local litter control programs; and WHEREAS, having reviewed and considered the Regulations and the Application covering administration and use of said funds; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, as follows, that it: Hereby endorses and supports such a program for the City of Martinsville; Hereby expresses the intent to combine with Henry County and Town of Ridgeway in a mutually agreed upon and Cooperative Program, contingent upon the approval of the Application by the Virginia Department of Waste Management, Division of Litter Control and Recycling, and contingent upon receipt of funds; Hereby authorizes the Martinsville-Henry County Clean Community Commission to plan and budget for a cooperative litter control program, which shall represent said Program for all localities named in this resolution; Further authorizes the Martinsville-Henry County Clean Community Commission to apply on behalf of all of the above-named localities for a Grant, and to be responsible for the administration, implementation, and completion of the Program as it is described in the attached Application Form LCG-1; Further accepts responsibility jointly with the Martinsville-Henry County Clean Community Commission and with the County of Henry and Town of Ridgeway for all.phases of the Program;
