TUESDAY, MAY 23, 1989 <br /> <br />Mr. J. Ronnie Minter, City Commissioner of the Revenue, apprised Council of the <br />fact that the Board of Equalization for the 1988 general reassessment of <br />taxable real estate within the City of Martinsville has completed its <br />assignment, having conducted seven meetings and having considered forty <br />applications for adjustment/relief on sixty-seven separate parcels of <br />properties. Mr. Minter reported that the original 1988 general assessment of <br />taxable real estate was in total $415,543,250.00, which included $6,737,661.00 <br />in new construction value and improvements; and that Equalization Board's <br />changes resulted in a reduction (from the original assessment) of <br />$2,725,750.00, most of which affected one local industry's real estate values. <br />After these changes and net reduction, the City's taxable real estate now is <br />valued at $412,817,500. <br /> <br />By letter to City Manager Brown under date of May 17, 1989, and in person, Mrs. <br />Melinda Carter Penn, Assistant Commonwealth's Attorney for the City of <br />Martinsville, recommended that the following security measures be provided by <br />the City for the General District Courtroom and the General District Court <br />Clerk's office at an estimated total cost of $5,150.00 (excluding salaries for <br />a part-time security officer and a victim-witness coordinator): <br /> <br /> 1. Convert Room #139 into a holding for room for prisoners: <br /> <br /> 2. Install bullet-proof plastic shield over existing open-work <br /> iron railing; <br /> <br /> 3. Install metal detector at hallway entrance to courtroom; <br /> <br /> 4. Provide funds to employ part-time security guard to operate <br /> metal detector when court is in session; <br /> <br /> 5. Provide "No Admittance" signs on witness room and side <br /> corridor entrances; <br /> <br /> 6. Install telephone at judge's bench; <br /> <br /> 7. Install "Emergency Only" doorway between General District <br /> Court Clerk's office and Commissioner's office; <br /> <br /> <br />
