TUESDAY, MAY 9, 1989

Council referred to City Manager Brown an inquiry or complaint filed by Ms. Kay
Beal regarding the City's charges the past three months for utility services at
Mrs. Beal's residence (to which she recently moved) at Apartment 1, 29 High
Street. Mrs. Beal described her residence as a four-room apartment, with an ·

unconnected electric stove, and the City's utility service charges these past
three months having been $52.82, $233.42, and $231.47.

Dr. Michael W. Hager, Director of the Virginia Museum of Natural History,
located in Marti. nsville at the former Joseph Martin S~oh0ol site, requested by
letter that, because of plans to renovate and expand'~·j[he Museum, it will be of
great benefit, financially as well as logistically,. if the City and the New
River Police Training Academy will vacate the presently-occupied and nearby

annex building by the forthcoming summer months, although it is recognized that
the lease thereon does not expire until June 30, 1990. In connection with this

request, City Manager Brown referred to his report presented at Council's

meeting held February 14, 1989, in which he recommended that the former West

End Day Care building be made available for use by the Training Academy and

that provisions be made during fiscal 1989-90 for the removal of asbestos from

this building, which can be accomplished more economically in the forthcoming

Fall following the removal by contractors of asbestos from local school

buildings during the 1989 Summer. With that scheduling condition, Mr. Brown

recommended that the Museum's request be granted and that effort be made to

have the five jurisdictions being served by the Training Academy participate or

share in the cost of removing asbestos and floor covering from the Day Care

building, estimated at $30,000.00, based on usage and benefits of the Training

Academy. Council tentatively (by unanimous action) approved the Manager's ·

proposal, pending action by the other using jurisdictions to share in the cost

necessary to make the former Day Care facility available to the Training
Ac'aaemy, .....
