TUESDAY, MAY 9, 1989 <br /> <br />Responding to Council's request (from its recent April 25th meeting) that he <br />examine the possibility of providing an additional ingress/egress connection <br />between "old" Spruce Street and the recently-constructed "new" Spruce Street <br />(State Route 650), as requested by a large number of citizens residing in the <br />areas of Corn Tassel Trail and "old" Spruce Street, both inside and outside the <br />City's corporate limits, City Manager Brown reported that such a connection at <br />either of two locations, at 90-degree angles, is not feasible because of <br />unacceptable grades of from 20% to 40%,' aside from the fact that such a <br />connection would make access extremely difficult to both the apartment complex <br />at 701 Corn Tassel Trail, owned by The Lester Corporation and/or Mr. Morton W. <br />Lester, and the James S. Bowling Convenience Store nearby. This finding, Mr. <br />Brown reported, is virtually the same as that in 1986 of the Virginia <br />Department of Highways & Transportation (now the Virginia Department of <br />Transportation). Appearing on behalf of the aforesaid request were Mr. G. <br />Dillard Norman, of 806 Corn Tassel Trail, Mr. William D. Price, Jr., of 2010 <br />Spruce Street, Mr. James S. Bowling, of 1998 Spruce Street and owner-operator <br />of Bowling's Convenience Store, Mr. Morton W. Lester (owner of the apartment <br />complex at TO1 Corn Tassel Trail), and Mr. & Mrs. Robert Gravely, of Spruce <br />Street. The connection sought by the petitioners would be through an extension <br />of "old" Spruce Street (now a "dead-end" alongside Mr. Lester's apartment <br />complex) eastward into the relocated Spruce Street which, the petitioners <br />maintained, could be accomplished "in short order" and at little expense and, <br />at the same time, would eliminate the unsightly mound of dirt at the present <br />"dead end", which now has no cul-de-sac, and would provide an access deemed <br />considerably less dangerous than the present Corn Tassel Trail connection to <br />the "new" Spruce Street.
