TUESDAY, APRIL 25, 1989

City Manager Brown presented print-out copies of his recommended 1989-90 City
Budget reflecting the various changes tentatively made thereto by Council
during its recent and special budget-worksession meetings, plus some necessary
modifications made by the Manager relating to the seventh (and final) year of
the City's Seven Year Street-and-Sidewalk Construction Program adopted in'1983,
and the impact thereupon by the City's housing rehabilitation program. As to
the seventh year of the seven-year program~ ending in 1989-90, the originally-
scheduled work called for 9,422 linear feet of sidewalk construction along five
streets whereas Mr. Brown's modifications reduced the total linear feet to
2,970 linear feet for portions of two of the five streets and for a Grandview
Road project (from Mountain Road to the City's corporate limits), with "CBD"
improvements along Clay Street as an alternative. Upon motion, duly seconded
and unanimously carried, Council approved the tentative-and-revised budget for
scheduled public hearing purposes and confirmed its prior actions in calling
for two public hearings on said budget, as revised, with the first of these
hearings, duly advertised, to be held principally on the School Board section
of the total budget on Thursday, May 18, 1989, in the Council Chamber,
beginning at 5:00 P.M., and the second of the hearings to be held on the entire
proposed budget at Council's regular meeting scheduled for Tuesday, May 23,
1989, in the CoUncil Chamber, beginning at 7:30 P.M. Upon'being informed that
funds are not included in the proposed/revised budget for the City's 20% (or
$7,280.00) "share" of the cost of purchasing/replacing a bus to transport
elderly persons in need of medical attention, as requested by the Southern Area
Agency on Aging (formerly, Piedmont Seniors - see page 491 of Minute Book No.
26, Council meeting held April 7, 1989), Councilman McClain observed that he
will have to know more about how such a vehicle can serve these elderly
citizens as well as, perhaps, more about the need for--and uses of--this
