TUESDAY, APRIL 25, 1989 <br /> <br />WHEREAS, such a plan has been prepared by the Martinsville-Henry <br />County Local Emergency Planning Committee in cooperation with the <br />City Staff with.input from affected local agencies; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled on April 25, 1989, that it <br />does hereby officially adopt the AIRBORNE HAZARDOUS SUBSTANCES PLAN <br />as a Hazard Specific Annex to the CITY OF MARTINSVILLE EMERGENCY <br />OPERATIONS PLAN, dated May 1983, and encourage its implementation <br />by all affected emergency response organizations. <br /> <br />Upon motion, duly seconded and unanimously'carried, and with the understanding <br />that the agency involved will not seek funds from the City to help support its <br />program hereinafter named, Council authorized FOCUS and its Director, Mrs. <br />Deborah Harris, to apply to the Virginia Department. of Criminal Justice <br />Services for a grant of $6,991.02 for salary and expenses of a'part-time Job <br />Development Program Coordinator for the fiscal year beginning July 1, 1989. <br />Council also understood that this program's services will not overlap or <br />duplicate program services being provided by the West Piedmont Human Resources <br />agency and, too, that City Manager Brown will serve as the~Program <br />Administrator and Finance DireCtor Richard D. Fitts as its chief financial <br />officer. <br /> <br />Council also unanimously authorized the Martinsville/Henry County Office on <br />Youth and its Director, Mrs. Norma Gardner, to file a renewal application with <br />the Virginia Department of Corrections for a grant of $31,800.00 which, with <br />local contributions and in-kind services (but with no funds from the City of <br />Martinsville) of $12,600.00, will finance this agency and its program for the <br />fiscal 1989-90 year. As with the foregoing FOCUS authorization, Council <br />stipulated that no "local" funds will be sought from the City, even next year, <br />and that City Manager Brown and Finance Director Fitts will serve as Project <br />Administrator and Finance Officer, respectively. <br /> <br /> <br />
