TUESDAY, APRIL 25, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City'of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, April 25, 1989, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of <br />Council, with the exception of Councilman Alfred T. Groden (who was away from <br />the City), were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, <br />Vice-Mayor; William C. Cole, Jr. , and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome extended to <br />visitors present, Council approved--as recorded, but with two revisions or <br />corrections requested by Councilman Groden at Council's special meeting held <br />April 20, 1989, as noted in the minutes of that meeting--the minutes of its <br />regular meeting held April 11, 1989, and of its special meetings held April 7, <br />1989, April 12, 1989, and April 14, 1989. <br /> <br />Upon motion, duly seconded an unanimously carried, Council adopted the <br />following resolution which adds to--and makes a part of--the City's Emergency <br />Operations Plan an Airborne Hazardous Substances Plan, as developed by the <br />Martinsville-Henry County Local Emergency Planning Committee (and to whose <br />members Council expressed appreciation for their developing this plan, <br />including Mr. Benny Summerlin, Henry County Public Safety Director, who was <br />present at this meeting): <br /> <br />WHEREAS, the City Council of Martinsville is greatly concerned with <br />the health, safety, and well-be~.ng of all its citizens and desires <br />that the best possible emergency services be available to them; and <br /> <br />WHEREAS, the Emergency Services and Disaster Law of 1973 requires <br />that each city develop and maintain a current Emergency Operations <br />Plan which addresses its planned response to emergency situations; <br />and <br /> <br />WHEREAS, the Superfund Amendments and Reauthorization Act (SARA) of <br />1986 requires the development of an Emergency Operations Plan which <br />addresses Airborne Hazardous Substances; and <br /> <br /> <br />
