THURSDAY, APRIL 20, 1989 <br /> <br />some discussion of the above-ground fuel distribution system project, which is <br />required by the Envi~0nmental Protection Administration to be in place by 1991, <br />Council tentatively approved the Authority's 1989-90 budget request. <br /> <br />Council then proceeded with its consideration of sections of the Manager's <br />recommended 1989-90 budget not heretofore considered, being those comprising <br />the Public Works Department's budget, viz~, Public Works Administration, <br />Engineering Division, Inspection Division, Central Garage, Street Maintenance/ <br />Construction, Street Marking & Signs, Street Cleaning, Traffic Signals, Off- <br />Street Parking Lots, City Hall Maintenance, Refuse Collection & Disposal, and <br />the City's Prison Farm operations. In connection with the group of accounts <br />identified as "Street Maintenance" accounts, a set of which has been <br />established as a separate Street Maintenance Fund and a like set being retained <br />in the General Fund, City Manager Brown explained that the General Fund <br />accounts reflect expenses whichdo not qualify for State street-maintenance <br />payments but, generally, are self-supporting by virtue of rental being paid <br />the General Fund by the new Street Maintenance Fund on General Fund-owned <br />street equipment used by the Street Maintenance Fund, whereas the Street <br />Maintenance Fund is now also self-supporting because the expenses charged <br />thereto qualify for the State street-maintenance payments.· After discussing <br />the qualities of the latex asphalt emulsion surface treatment, which has been <br />in limited use heretofore and is scheduled for a number of streets in 1989-90 <br />(in addition to plant-mix for certain other streets), Councilreceived a <br />proposed fee schedule (and the cost bases on which it was developed) for refuse <br />collection-and-disposal, which schedule, if adopted, is estimated to yield <br />$553,000.00 in "new" revenue for 1989-90.
