THURSDAY, APRIL 20, 1989 A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor L. D. Oakes presiding, was held Thursday, April 20, 1989, in the Council Chamber, City Hall, beginning at 2:00 P.M., for the purpose of continuing by Council of its study and review of City Manager George W. Brown's recommended 1989-90 City Budget. All members of Council were present, viZ., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William C. Cole, Jr; Alfred To Groden; and Allan McClain. After the stating by Mayor Oakes of the purpose of this meeting, Mr. Jack F. Hankins, Attorney at Law and a member of the Blue Ridge Airport Authority Board, accompanied by Mr. Robert D. Baron (who, with his wife, operates the Blue Ridge Airport), appeared before Council in connection with the Authority's budget request of the City for 1989-90, which is included in the Manager's recommended 1989-90 budget and includes the City's share of local funding (of $23,080.00) for a proposed above-ground fuel distribution system estimated to cost $115,400.00, a project now before the West Piedmont Planning District Commission in a required "clearinghouse" procedure. The record notes that, at its regular meeting held March 14, 1989, in response to the Planning District Commission's request for Council's action on the Airport Authority's funding' application for this project, Council asked for more time to consider this matter in conjunction with Council's consideration, during several budget work- sessions then yet to be scheduled, of the City Manager's recommended 1989.90 City Budget. Meanwhile, Council acknowledged receipt of the Airport Authority's 1988 Annual Report, as filed with the The Honorable Kenneth A. Covington, Judge of Henry County Circuit Court, as prepared by the Authority's Board Chairman, Morton W. Lester, which report Council commended and for the sharing of which (with the Council) the Council expressed appreciation. After
