THURSDAY, APRIL 20, 1989 <br /> <br />should soon be forthcoming, and of the arrangement with the local Economic <br />Development Corporation by which the City receives proceeds from sales of its <br />Industrial Park lands, when and as such lands are sold. <br /> <br />Councilman Groden brought to Council's attention his concern over the recent <br />tentative approval by Council of funds for the 1989-90 program of "Parents-and- <br />Tots Together" but its denial of funds for the Regional Library's "New Readers" <br />Program for 1989-90, particularly inasmuch as so many volunteer teachers are <br />involved in the latter program; whereas, Vice-Mayor Williams observed that, <br />perhaps, Council should appropriate some funds for Stepping Stones (see minutes <br />of Council's regular meeting held April I1, 1989) and/or to other like <br />agencies, on the premise that,'if Council contributes to one such agency, it <br />should contribute to all such agencies. Meanwhile, Mrs. Betty M. Wooldridge, <br />Director of the Blue Ridge Regional Library, informed Council that, if the <br />program can be totally funded by other sources, there will be no need for City <br />funds; however, without such other funding the program would, of necessity, be <br />curtailed. On motion, duly seconded and carried by a vote of four-to-one <br />(Councilman McClain voting against the motion), Council tentatively approved <br />this agency's request for 1989-90 contribution of $12,200.00 (see minutes of <br />Council's special meeting held April 12, 1989, for prior action on this <br />request), upon the condition that City funds will not be used or will be <br />returned if grant funds are received. <br /> <br />In order that a tentative 1989-90 City Budget may be advertised and available <br />for Council's forthcoming public hearings on the budget, scheduled for <br />Thursday, May 18, 1989, at 5:00 P.M., and for Council's regular meeting to be <br />held Tuesday, May 23, 1989, at 7:30 P.M., Council proceeded to attempt to <br /> <br /> <br />
