W~DN~SDAY, APRIL 12,~1989 <br /> <br />of the City Manager's proposals to increase revenue from local sources, Council <br />deferred consideration and action on these proposals to a'later date and agreed <br />to proceed with examining the expenditure requests. <br /> <br />During the course of the remainder of this meeting, Council examined the <br />expenditure requests for Council itself, the City Attorney, the Independent <br />Auditor, the requests by City Manager Brown for his administrative office <br />(which includes merit and/or training step increases for the Assistant to the <br />City Manager and for one other person), and the requests made by'the Department <br />of Finance which included a 7.717% increase in the salary portion of the <br />Finance Director's office (as pointed out by Councilman Cole). At this point, <br />in response to Mayor Oakes' inquiry, City Manager Brown stated that no employee <br />under his jurisdiction will receive more than a 7-1/2% increase in 1989-90; <br />and, in response to Councilman McClain's request, Mr. Brown reported that he <br />will provide Council with a salary comparison (in total) between the current <br />year and proposed 1989-90, showing the amount of increase as well as the total <br />percentage increase. Concurring with Councilman Cole's and McClain's <br />suggestion, Council directed that the Finance Director's travel expense request <br />be reduced by $1,700.00, inasmuch as Finance Director Fitts indicated that he <br />will not be attending an annual meeting of the National Association of Finance <br />Officers to be held in Seattl·e, Washington. Also, in response to inquiries <br />from members of Council, initiated by complaints from some of the City's <br />utility customers regarding estimated bills, Mr. Fitts explained that, with one <br />less meter reader and because of weather conditions at times, inevitably some <br />bills (and consumption) must be estimated, even when the hand-held meter- <br />consumption recording devices are put into use soon.
