WEDNESDAY, APRIL 12 1989 <br /> <br />support of a first-time request from the City of $12,200.00 for the program <br />during 1989-90. While appreciative of the service being rendered in this area, <br />Council "ruled"that it will not grant the request becaus~ of serious budgetary <br />constraints facing Council for the coming year. Even so, and with no <br />anticipation of obtaining other (Federal) funding, Mrs. Wooldridge, indicated <br />that attempts will be made to continue the program during 1989-90, following <br />which she may again seek City assistance for the following year. <br /> <br />Representing the City Sheriff's Office and the City Jail was Sheriff Maynard H. <br />Gilley who informed Council that funds are being requested for three additional <br />personnel. In observing that the City's projected net local cost for these <br />functions will increase by some $66,000.00 in 1989-90, if the requests are <br />allowed, Council asked Sheriff Gilley, in conjunction with City Manager Brown, <br />to re-calculate some of the financial data and present additional information <br />thereon at a later budget work-session. <br /> <br />Council tentatively approved the 1989-90 budget requests filed by Mr. Ashby R. <br />Pritchett, Clerk of Martinsville City Circuit Court, for the office of the <br />Circuit Court Clerk. <br /> <br />Before beginning its consideration of various departmental budget requests for <br />1989-90, questions were raised as to the procedure Council should follow in <br />examining the requests (i.e., whether in general terms, such as might be <br />highlighted by the City Manager in his Budget Message, or line-by-line, page- <br />by-page), Council. agreed with Mr. McClain that the procedure should be line- <br />by-line, employee-by-employee, and page-by-page. Too, althoughMayor Oakes.and <br />Councilman Cole and Groden indicated that they can support to some extent some <br /> <br /> <br />
