WEDNESDAY, APRIL 12, 1989 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Wednesday, April 12, 1989, <br />in the Council Chamber, City Hall, beginning at 2:00 P.M., for the purpose of <br />continuing its study of City Manager Brown's recommended 1989-90 City Budget, <br />including the receiving of presentations by representatives of the various <br />agencies and City departments involved. All members of Council were present, <br />viz., L. D. Oakes, Mayor; Clyde L. WilliamS, Vice-Mayor; William C. Cole, Jr.; <br />Alfred T. Groden; and Allan McClain. <br /> <br />After the stating of the purpose of this meeting by Mayor Oakes, Council began <br />examining expenditure requests submitted by various agencies/organizations and <br />departments, beginning first with the 1989-90 requests filed for the <br />Registrar's Office and the City Electoral Board, represented by former Mayor <br />William D. Hobson, a member and Secretary of the Electoral Board, and by Mrs. <br />Ercell Cowan, Registrar. Council tentatively approved the sum of $800.00 for <br />travel expense by the Registrar, $800.00 for travel expense by the Electoral <br />Board, $1,500.00 as compensation of the part-time Assistant Registrar (plus <br />sufficient funds for two weeks' full-time pay while the Registrar is on <br />vacation), proportionate adjustments in fringe benefits, $775.00 for office <br />equipment, $600.00 for office furniture, nothing for computer equipment, <br />$700.00 for election officials' training seminars, and a 6% increase in the <br />compensation of election officials for each election served. <br /> <br />Mrs. Betty M. Wooldridge, Director of the Blue Ridge Regional Library, and Mrs. <br />Pam Mason, Coordinator of the recently-organized New Reader Program, appeared <br />before Council and described accomplishments already achieved in teaching a <br />number of adults (who, before the program, could not read) how to read, in <br /> <br /> <br />
