TUESDAY, APRIL_ill_, 1989 <br /> <br />Council, focused on (1)' what "savings" can and. would be passed on the <br />purchaser/homeowners and (2) the proposed 24'-wide "driveway" to serve the <br />thirty-two units and the fact that, under the City's Subdivision Ordinance, if <br />this were a 34'-wide street the City would be required to install--at its <br />cost--the necessary water and sewer lines. As to Mr. Adams' reference to <br />parking and driveway widths, City Manager Brown informed Council that the <br />developer has the latitude to arrange as 'he sees fit, assuming that the <br />arrangement meets the general requirements of the City's Zoning Ordinance. <br />Meanwhile, Council suggested that Mr. Adams confer with City Manager Brown and <br />provide Council with more financial information relating to the Quail'Hollow <br />project than has heretofore been presented. Mr. Adams also apprised Council of <br />a second housing project, involving some ten lots, which he expects to develop <br />and for which Mr. Adams requested a waiver by Council of the required <br />water/sewer connection fees. To grant this waiver request, as City Manager <br />Brown and City Attorney Worthy pointed out, would require the amending of <br />applicable City ordinances to apply equally in like circumstances, which <br />amending can not be accomplished, if Council were so disposed to amend, before <br />a "deadline" date of May 1, 1989, before which date Mr. Adams hopes to obtain <br />"thirty-year/5% mortgage" financing for purchasers through the Virginia Housing <br />Development Authority. In both of the foregoing projects, Mr. Adams indicated <br />that they would proceed, irrespective of Council's actions on his requests, <br />although without Council's favorable actions on the requests the costs to the <br />home purchasers will be more than otherwise. Upon motion, duly seconded and <br />unanimously carried, in response to a request from Mr. Adams, Council went on <br />record as endorsing Mr. Adams' efforts to obtain said low-cost VHDA financing <br />but, in so doing, Council did not commit itself or the City to waiving any of <br /> <br /> <br />
