~ TUESDAY,~_A_PRI~. 11, 1.98__9 ~' <br /> <br />McClain's suggestion that more specific financing details for the project be <br />provided Council and, that, meanwhile, the organization attempt to obtain a <br />purchase option.on the Recreation Center property. <br /> <br />Mr. Allen Adams, of HABCO Properties, by letter and in person, asked the <br />following of Council in connection with HABCO's Quail Hollow townhouse/ <br />apartment housing project at the end of Crescent and Wood Streets (for which <br />Council authorized the issuance of a required Special-Use Permit at its meeting <br />held March 10, 1987, with the condition that the project be completed within <br />five years): <br /> <br /> 1. That the City provide (at no cost to the developer) water and <br /> sewer utilities within the project (estimated by City Manager <br /> Brown to cost $35,000.00), with HABCO Construction to pay all <br /> City connection.fees (estimated by Mr. Brown to amount of <br /> $16,800.00 for thirty-two units); <br /> <br /> 2. That Council consider on an experimental basis authorizing the <br /> City Administration to amend placement of parking and width of <br /> driveways; and <br /> <br /> 3. That Council authorize the City Administration to assist the <br /> developer through "one-to-one" discussions and advice. <br /> <br />In connection therewith, City Manager Brown, by his memorandum dated April 5, <br />1989, informed Council that, under the City's present regulations, the cost of <br />installing/constructing water-sewer utility lines is the responsibility of <br />developers; however, in this case, Mr. Brown suggested, if Council so chooses, <br />a surcharge could be levied on each connection and be collected as each unit is <br />constructed, in which case the City could recover some of the utility- <br />installation costs usually borne by the developer. City Manager Brown also <br />pointed out, while the request and his suggestions would be a departure from <br />present standards or requirements, that whatever the City can do in this case <br />will help achieve a goal of providing additional affordable housing in the <br />City.
