TUESDAY, APRIL 11, 198__/9 <br /> <br />issuance of such a permit, Council unanimously authorized the issuance of a <br /> <br />Special-Use Permit, subject to the including therein said Planning Commission <br /> <br />conditions, ~~s follows: <br /> <br />Construction shall begin no later than September 30, 1989, and <br />shall be completed by June 30, 1992; <br /> <br />o <br /> <br />Off-street motor vehicle parking provisions shall meet the <br />requirements for shopping centers consisting of less than <br />300,000 square feet of gross building area, viz., 4.5 spaces <br />per 1,000 square feet of gross building area; and <br /> <br />o <br /> <br />Development of the project at this time shall be limited to <br />the construction depicted on a site plan presented to the <br />Planning Commission. <br /> <br />Mrs. Janice Mize, Acting Director of an organization identified as Stepping <br />Stones, Inc., in writing and in person requested that Council contribute the <br />sum of $20,000.00 (to match a like amount promised by the Henry County Board of <br />Supervisors) toward the cost--estimated to be between $80,000 and $100,000--of <br />purchasing the former Stanleytown Recreation Center to house a day-care center <br />for mentally-retarded adults to meet a need not now being met by any other <br />local agency. Mrs. Mize informed Council that on-going efforts are being made <br />to obtain other financing towards the purchase cost but, in the event the <br />center'becomes a reality, no requests/will be made of Council for operating <br />funds. Appearing on behalf of this agency and its project was Richard C. <br />Wagoner, Jr., Ph.D., Director of the Piedmont Regional Ment'al Retardation <br />Services agency, who indicated that efforts are being made to obtain grant <br />funds for the project which, he described, might be innovative and might become <br />a model program. After some discussion by members of Council, all of whom <br />commended Mrs. Mize and her associates for'attempting to meet the cited need, <br />Council apprised Mrs. Mize and Dr. Wagoner of the very serious budgetary <br />problem now facing Council for 1989-90 as well as concurred with Councilman <br /> <br /> <br />
