TUESDAY,, APRIL 11, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia., wi~h Mayor L. D. Oakes presiding, was held Tuesday, April 11, 1989, <br />in the Council'Chamber, City Hall, beginning at 7:30 P.M. All members of <br />Council were present, viz.,-L. D. Oakes, Mayor; Clyde L. Williams,, Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />.After the invocation, followed by Mayor Oakes' cordial welcome to visitors <br />present, Council unanimously approved the minutes of its regular meeting* held <br />March 28, 1989, as recorded. <br /> <br />Mr. Bruce Dallas, of 211Massey Street, appeared before Council and, citing a <br />recent action by the Martinsville City School Board, urged Council to initiate/ <br />conduct an efficiency study of the City government, to examine the City's pay <br />scale for its employees, and the number of its employees (to determine whether <br />the pay scale and/or the number of employees is--or are--excessive). Mr. <br />Dallas also asserted .that City monies are not spent as wisely or as efficiently <br /> <br />as they might be. <br /> <br />Pursuant to duly-published public notice, Council conducted a required public <br />hearing on an application for a Special-Use Permit, as filed by Ruddco, Inc., <br />Charlotte, North Carolina, and as conditionally approved by the Planning <br />Commission, to allow applicant to construct more than one building on a single <br />parcel of land off the north side of Brookdale Street near its intersection <br />with Spruce Street to house commercial businesses, including a Harris-Teeter <br />Supermarket. Speaking on behalf of the applicant. Mr. K. Lee White (Agent) <br />indicated that his firm can comply with the conditions recommended by the <br />Planning Commission.
