TUESDAY, APRIL 11, 198~. <br /> <br />the City's present requirements relating to property development in which the <br />City might be involved, such as, for example, utility connection fees, nor did <br />the Council commit itself to amending current regulations which have <br />established present requirements. <br /> <br />Council continued for further consideration, in conjunction with its pending <br />and scheduled worksessions on the City Manager's proposed 1989-90 City Budget, <br />a request by the Blue Ridge Airport Authority (Mr. Morton W. Lester, Chairman) <br />that Council expedite'consideration and decision on the Authority's funding <br />application now before the West Piedmont Planning District Commission (in a <br />clearinghouse procedure -- see minutes of Council's meeting held March 14, <br /> <br />1989) to finance, with City/County participation, the installation of an above- <br />ground fuel farm system at and for Blue Ridge Airport. <br /> <br />Mr. Douglas K. Frith, Attorney at Law and owner of property within the downtown <br />business area, appeared before Council and requested that Council (although he <br />initially supported the downtown hotel project proposed by Maurice Elledge & <br />Associates) reacquire the hotel site which the Council, as the Martinsville <br />Redevelopment & Housing Authority, sold in January of 1987 for hotel <br />development usage only, with Mr. Frith contending that the best interests of <br />the City and the downtown area can best be served if the property remains as a <br />public off-street parking lot. Also appearing before Council in support of-- <br />though independent of--Mr. Frith's request were Mrs. Georgia Lee, owner/ <br />operator of Holt's Store and the building in which it is located, and Mr. <br />Robert L. Canupp, Jr., owner/operator of Martinsville Office Supply, Inc., and <br />owner of the building in which it is located.
