30O

cost-efficient manner.

TUESDAY, DECEMBER17, 1991

He further stated that he would like for the Acting City Manager to meet-with
the County to determine their position on the joint landfill.agreement before
the City actually makes plans to construct a landfill on its own. Councilman
Adams indicated that he still supported Vice-Mayor Groden's previous motion,
but he felt that Council should get the facts and a proposal on the numbers
and issues involved before money is spent. Vice Mayor Groden inquired as to
whether Council could have a proposal by its first meeting in January or
perhaps even sooner. Acting City Manager Heater responded that the proposal
will be sent to Council in the agenda packet for its January 14 meeting, and
he noted that Council should be able to take action at the January 14 meeting
as to whether they want to proceed with the study. At this time, Vice Mayor
Groden withdrew his motion. Mayor McClain recommended that, in lieu of a
motion, the administration be requested to work with Joyce Engineering on
submitting a proposal to Council for an evaluation of the City's site, with
the possible idea of a City-only waste disposal facility. Councilman Oakes
o~fered an additional suggestion requesting that the Mayor and Actin~ City
Manager meet with the County Administrator and Chairman of the Board of
Supervisors in the very near future to determine the status of the joint
landfill agreement and to convey to the County the message that the City is
still willing to work with them on the joint landfill. Upon motion, duly
seconded andby unanimous vote, Council directed that a written communication
be sent by the Acting City Manager to the County Administrator expressing a
willingness on the part of the Mayor and Acting City Manager to meet with'the
Chairman of the Board of Supervisors and the County Administration to discuss
the solid waste.matter, if there existed a desire on the part of the Board
Chairman to meet and'to work towards resolving the current issues.
