~ITUESDAY, DECEMBER 17. 1991 <br /> <br /> intended to include the City in its recent investigation of an alternate <br /> site. Acting Manager Heater stated that the County did not ask City Council <br /> before they directed the joint consultants to undertake this study. In <br /> addition, he noted that having' spoken to C. Lee Lintecum, County <br /> Administrator, this morning, as well as Joyce Engineering, it was the <br /> consensus that the recent events involve two separate jurisdictions in that <br /> the costs of the study for this new landfill site will be borne solely by <br /> Henry County. Mr. Heater stated that, similarly, if the consultants were <br /> directed to study the City's own site then that should not be funded by Henry <br /> County either. <br /> <br />Mayor McClain asked Mr. Joyce for an. estimate of the costs entailed in <br />commencing some preliminary geo-technical work, including drilling, taking <br />s0il samples and running some laboratory soil analysis, etc., on the City's <br />existing land. Mr. Joyce replied that the costs to do these studies, as well <br />as the related engineering tasks, would probably be in the range of $15,000 <br />to $25,000., depending on how much is done. Mr. Heater commented briefly on <br />budgetary considerations by stating that all of the '91-'92 budgeted <br />consulting fees have been spent at this point, and he advised Council that <br />funds allocated for the study of the new landfill would delay the purchase of <br />a refuse collection vehicle this year in order to cover any additional <br />consulting costs. As alternatives, however, he mentioned the possibility of <br />increasing refuse collection fees to fund theseunbudgeted items, or possibly <br />authorizing a transfer of funds from the General Fund. Councilman Oakes <br />stated that he would like for Council to ask the Acting City Manager and the <br />City's consultants to compile all the data on the existing landfill property <br />that the City owns and report back to Council at its January 14 meeting (or <br />even earlier) regarding the cost involved to undertake the studies, with <br />appropriate recommendations, so· the City can proceed in a Systematic and <br /> <br /> <br />
