.TUESDAYs DECEMBER 17, 1991 <br /> <br />At this time, the Mayor acknowledged citizens desiring to speak andrequested <br />that they state their name and address for the record. <br /> <br />John Wright, a resident of Henry County, expressed concern about the <br />possibility of illegal chemicals being disposed at the proposed landfill and <br />the responsibility of the subsequent clean-up of the water supply. Butch <br />Joyce of Joyce Engineering explained that the facility, whether publicly' <br />owned or privately-owned, will be designed, constructed and inspected as to <br />prevent waste from getting into the ground water. <br /> <br />Mrs. Nancy Henderson, a resident of 717 Clark Road and Chairman of the Clean <br />Community Commission, inquired about the type of personnel required for <br />construction, maintenance and closure of a landfill constructed by the City. <br />Mr. Joyce responded that design criteria would be done in accordance with <br />engineering standards and would. be reviewed by the Virginia Department of <br />Waste Management. In addition, he stated that certified operators would be <br />hired for. th~ day-to-day operation of the landfill. With regard to the <br />clgsure of the facility, Mr. Joyce stated that experienced and qualified <br />personnel would be utilized for the closure within the cost estimates <br />previously presented. In response to a follow,up question by Mrs. Henderson <br />regarding the financial responsibility for a closure bond, Mr. Joyce <br />explained that currently the VA Department of Waste Management does not <br />require publicly-owned facilities to post financial assurance. However, Mr. <br />Joyce stated that, effective October 1993, under new federal regulations, <br />publicly-owned facilities will be required to have some type of financial <br />assurance. <br /> <br />Mr. James Swinney, of Axton, asked Chambers Development Company to explain <br />the process involved with the closure of a landfill.
