TUESDAY, DECEMBER 10, 1991 <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled December .10, 1991, that it <br />does hereby commend and express its appreciation to the <br />Martinsville-Henry County Christmas Parade Association, Inc., an~l <br />all who were involved in this year's parade. <br /> <br />Council accepted a Financial Report for the month-ending November 30, 1991. <br />Council suggested that, if the mid-year financial analysis reflects a <br />short fall in revenue, Acting City Manager Heater should recommend the <br />deletion of any significant capital additions that could be deferred from the <br />current budget. Acting City Manager Heater noted that the Financial Report <br />for the month-ending November 30, 1991 shows the General Fund 1% ahead of <br />expectations at this point. <br /> <br />Acting City Manager Heater reported that, according to the Commonwealth's <br />Attorney, there was no need to change Section 24-2 of the City Code, which <br />prohibits the discharge of firearms in the City, to add forfeiture of the <br />weapon as a penalty for violation of this Section, as this penalty is <br />currently available to the judge under State law. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council scheduled a public <br />information meeting in the Council Chamber for Tuesday, December 17, 1991, at <br />7:00 p.m., wherein representatives of Joyce Engineering and Chambers will be <br />present to inform or answer questions from any member of Council or the <br />public concerning the City's solid waste needs. <br /> <br />Acting City Manager Heater reported that an additional informative follow-up <br />report by Joyce Engineering, Inc., on Public Landfill Economics was delivered <br />this morning to the Board of Supervisors and City Council. A copy of this <br />report is in the City Manager's Office and is available to the public. <br /> <br /> <br />
