TUESDAY, DECEMBER 10, 1991 <br />Council accepted the annual report of the 911 Communications Center and a <br />report on the operations of the joint City/County Emergency Medical Services <br />Office, both presented by Mr. Benny Summerlin, Chairman of the Communications <br />Center Board of Directors and'Public Safety Director for Henry County. Mr. <br />Summerlin introduced Chuck Millican, the EMS Coordinator, responsible for <br />recruitment and retention, and Mr. Clarence Monday, Training Coordinator. <br />Mayor McClain expressed appreciation to Mr. Summerlin for these two thorough' <br />reports. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted a bid from <br />Central Telephone Company of Virginia; and adopted, on second reading, <br />Ordinance No. 91-22 granting Central Telephone Company of Virginia a 30-year <br />franchise to use the public rights-of-way to operate a telephone company in <br />the City. A complete copy of this Ordinance is on file in the Office of the <br />Clerk of Council. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on an <br />emergency basis, Ordinance No. 91-23 amending Section 12-82 of the City Code, <br />changing the parking time limit in the lot behind Jefferson Plaza from one <br />(1) hour to two (2) hours. Acting City Manager Heater indicated that he had <br />spoken .with Mr. Bill Franck, owner of the Jefferson Plaza, and Mr. Franck <br />agreed with Mr. Jack Rosemond's request that the parking time limit be <br />changed. With regard to a question of an increase in the current 20 minute <br />on-street parking limit, Vice-Mayor A1 Groden stated that the purpose oi the <br />20 minute', on-street parking, is for short-term pick up/drop-off activities; <br />and, he felt, if it were changed, it would encourage business owners and <br />downtown employees to park in the 20-minute on-street spaces instead of <br />designated employee parking spaces. <br /> <br /> <br />
