:284 <br /> <br />TUESDAY. NOVEMBER 26. 1991 <br /> <br />pedestrians. Mr. Heater noted that the Director of Public Works had reviewed <br />this situation and determined that the installation of such a barrier would <br />not provide adequate protection should another truck overturn at this <br />location nor would it contribute to the aesthetics of the area. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council postponed the 3oint <br />public hearing with the Henry County Board of Supervisors scheduled for' <br />December 3, 1991, related to solid waste disposal for the City and County. <br />This action was taken as a result of action taken by the Henry County Board <br />of Supervisors on Monday, November 25, 1991, not to participate in this <br />public hearing until they receive more information. Acting City Manager <br />Heater noted that Council should have a report by the end of next week from <br />the consultants. detailing the cost estimates and assumptions that Joyce <br />Engineering used in estimating the tipping fee for a public facility serving <br />Martinsville and Henry County versus the Chambers' proposal. Former City <br />Manager George W. Brown reminded Council that Senator Virgil Goode had been <br />instrumental ~n getting legislation passed extending the deadline for <br />compliance by localities until January 1, 1994, therefore, it is important <br />that we act expeditiously in order to comply with regulations by the <br />deadline. Council requested a status report from Acting City Manager Heater <br />for the January 14, 1992, meeting on this matter. <br /> <br />Councilman Adams noted that, as a member of the Legislative Committee of the <br />Virginia Municipal League, he would like to receive comments and concerns'of <br />the other Council Members that he could compile and pass on for discussion <br />with our legislators and the Legislative Committee. <br /> <br />Councilman 'oakes noted that.he would be attending the National League of <br />Cities Conference from December 12-16, 1991. <br /> <br /> <br />
