TUESDAY. NOVEMBER 26. 1991 <br />Courtney Terrace, representing the local Media Link/Cable 6 TV, spoke in <br />favor of Adelphia Cable continuing their franchise in the area. There were <br />several other citizens who voiced their support of Adelphia for allowing <br />Cable 6 to operate in the area, as follows: Evangelia Shirley O'Neill, <br />Delphine Holland of Rocky Mount, and Clinton Fowler on behalf of a live, <br />call-in program called "You Can Make It"; Debra Hite of 413 Mulberry Road on <br />behalf of the SPCA; Rita Sowers; David Hungate, Craig Corbin, and Eugene <br />Murrell as employees of Media Link. The Mayor read letters in support of <br />Media Link from Linda Powell of Crestar Bank, Nancy Gordon of Fantasia Flower <br />and Gift Shop, and J. A. "Sonny" Dykes, Vice-President--Employee Relations of <br />Sara Lee Knit Products. There being no other comments from the public, the <br />Mayor declared the public hearing closed. Councilman Oakes noted he had <br />received. a call from Darrell Minniear who was concerned that Adelphia <br />customers have to pay extra for the second tier of service (pay channels <br />connected to a second TV in the home). Upon motion, duly seconded and by <br />unanimous vote, Council amended Section 8.01 of the proposed Franchise to <br />state 'that the City Manager and City Council would be notified of.-:any rate <br />increases by Adelphia, after Councilman Oakes expressed concern that Council <br />should be notified prior to any rate increases. Acting City Manager Heater <br />noted that the City does not have a record of complaints regarding service by <br />Adelphia. Mr. Mick stated that he had researched his files back to 1986 and <br />had found 35 letters of complaints about 12 different situations. CounCilman <br />Willjams expressed concern over the payment of the franchise fee, noting that <br />the proposed franchise calls for semi-annual payment and he felt it. should be <br />quarterly. .Mayor McClain and Vice-Mayor Groden noted that the City had <br />requested quarterly payment, but Adelphia asked that it be semi-annual to' <br />parallel their accounting practices, thus the Franchise Committee had <br />compromised for semi-annual payment. Councilman Willjams made a motion to <br />amend Section 9.02 to require quarterly payments of the franchise fee, this <br /> <br /> <br />
