Acting City Manager Heater n~Ited that <br />the Telephone Franchise Committee consisting of Mayor McClain, Vice-Mayor <br />Groden, City Attorney Worthy, former City Manager George Brown (prior to <br />10/01/9'1) and he, along with representatives of Central Telephone Company of <br />Virginia (CENTEL), had drafted this Ordinance which basically parallels the <br />current Telephone Franchise with two major changes regarding liability <br />· insurance and defining the franchise fee. <br /> <br />Upon motion, duly seconded and voted upon, Council scheduled a public hearing <br />to be conducted on November 26, 1991, on a proposed Cable Franchise Ordinance <br />for a five-year term. Acting City Manager Heater no'ted that the Cable Fran- <br />chise Committee consisting of Mayor McClain, Vice-Mayor Groden, City Attorney <br />Worthy, former City Manager George Brown (prior to 10/01/91) and he, along <br />with representatives of Adelphia Cable Communications, had drafted this. Ordi' <br />nance. Mr. Heater also noted that under State law the City is not required <br />to conduct a public hearing or go through the formal bidding process because <br />the proposed Franchise is only for five years but the Committee felt it was <br />important that the public be given an opportunity to speak on this matter. <br /> <br />At the request of the School Board, Council tentatively scheduled a joint <br />meeting with the School Board for Monday, January 27, 1992, in tl~.3 early <br />afternoon. <br /> <br />Upol-~ motion, duly seconded and voted upon, Council authorized the City Mana- <br />ger to transfer the ownership of a 1984 Chevrolet Cavalier 4-door sedan from <br />the City to the School Board. Acting City Manager Heater noted the School <br />System needed to replace a Drivers' Education vehicle which was permanently <br />out of commission. The Police Department had turned in this car with over <br />93,000 miles on it to the Purchasing Department for auction to the public. <br /> <br /> <br />
