260 <br /> <br />TUESDAY, NOVEMBER 12, 1991 <br /> <br />Henry County Administration Buildingto the Martinsville Municipal <br />Building onWest Church Street, a c~ucial highway corridor serving <br />residentialand commercial areas as well as the government offices, <br />Patrick Henry Community College, two industrial parks, and King's <br />Grant Retirement Community; and " <br /> <br />WHEREAS., the proposed project will significantly impact on the <br />environment in the area, improving the community's image to <br />industrial and commercial prospects and enhancing the community's <br />posture for recruiting economic development activity in this area; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virgi- <br />nia, in regular session assembled November 12, 1991, that said <br />Council does hereby endorse the "Gateway Project," commend the <br />Martinsville-Henry County Chamber of Commerce for its foresight and <br />leade[ship, and express its appreciation to all those volunteers <br />who are participating in the implementation of this plan. <br /> <br />Council accepted a quarterly report on investments prepared by City Treasurer <br />Bernice H. Smith for the quarter ended September 30, 1991.. <br /> <br />Upon motion, duly seconded and unanimous vote, Council accepted the City's <br />Annual Audit Report for Fiscal Year 1990-1991 as prepared by the CPA firm of <br />Ford, Hogg & Cobbe. Mr. Joseph Cobbe noted that the audit found the City's <br />accounting proeedures to be in compliance with accepted accounting practices <br />as allowed =by the State. Mr. Cobbe responded' to several questions from <br />Councilman Adams regarding clarification of the report. Following a discus- <br />sion regarding the Acting City Manager's report on audited surpluses as of <br />June· 30, 1991, and the current status of the FY91-92 Budget as projected, <br />Councilman Oakes requested that Council review the status of the current <br />budget at the end of December. <br /> <br /> 2. <br /> <br />Upon motion, duly seconded and unanimous vote, Council authorized the Clerk <br />of Council'to'advertise (once a week for four consecutive weeks as required <br />by State'law) for the purpose'of receiving bids on a proposed thirty-year <br />Telephone Franchise Ordinance. After the bids are received, final approval <br />and adopti6n of the Franchise Ordinance may be granted at Council's regular <br /> <br /> <br />
