TUESDAY, NOVEMBER 12, 1991 <br /> <br />Upon.motion~duly seconded and by unanimous vote, Council approved on first <br />readimg Ordinance No. 91-18 amending the City Code by adding Section 24-6-- <br />Possession of a Loaded Firearm by Juvenile to Chapter 24--Weapons. The <br />City's Commonwealth Attorney, J. Randolph Smith, Jr., noted that this request <br />was initiated by Juvenile and Domestic Relations Court Judge Junius P. Warren <br />to parallel the Code of Virginia which authorizes cities to pass a local <br />ordinance making it unlawful for a person under age eighteen to have a loaded <br />firearm in his possession in a public place or on a highway. The law does <br />except certain possession at home, during lawful hunting, or during target <br />practice. The penalty for violation Would be a $100.00 fine and forfeiture <br />and possible destruction of the weapon. In response to questions by Council- <br />man 'Adams, City Attorney Worthy and Mr. Smith stated that the proposed <br />Ordinance would not conflict with an existing Ordinance prohibiting the <br />discharge of firearms within the City. <br /> <br />Upon motion, duly seconded and unanimous vote, Council adopted a Resol~Ution <br />of support ~or the Martinsville-Henry County Chamber of Commerce Beaut~fica- <br />tion Committee's "Gateway Project," which is a ten-year landscape plan for <br />beautifying the streets and highways in the City and County. Ms. Carolyn' <br />Beale made a brief presentation concerning the project, noting this/was a <br />$200,-000 project being partially supported by private contributions f_om land <br /> <br />owners.land businesses along the corridor. It was noted that in the future, <br />the Committee would be requesting funding from the City and County goVern- <br />ments. The Resolution reads as follows: <br /> <br />WHEREAS, the Martinsville-Henry County Chamber of Commerce appoint- <br />ed a Beautification Committee with a commitment to enhancing the <br />aesthetic environment of Martinsville and Henry County; and <br /> <br />WHEREAS, the Beautification Committee has developed a ten-year <br />landscape plan for beautifying the streets and highways in the <br />community; and <br /> <br />WHEREAS, the first phase of this project, which has been named the <br />"Gateway Project," will make improvements to Route 174 from the' <br /> <br /> <br />
