Ms. Powell stated that she had surveyed the parking <br />lot on Church Street across from the Post Office on the previous morning and <br />had observed three or four employees from one downtown. business parking in <br />the lot and she had contacted that business and they assured her that it <br />would be corrected. She also observed that a large number of faculty and <br />students from National Business College (NBC) were parking in this lot even <br />.though spaces are provided (free) in'the lot behind the Municipal Building. <br />Council directed the Acting City Manager to write a letter to NBC asking for <br />a response to this parking situation, andI if they refused to respond and <br />comply, then a letter would 'be written to their headquarters in Roanoke <br />requesting assistance with the problem. It was also noted that Ms. Powell <br />would survey the parking lots on the east end of the CBD to determine who is <br />abusing the parking and report back to Council, at which time a similar <br />procedure will be followed to obtain compliance. <br /> <br />The Mayor noted that the request by The Lester Group,' in conjunction ith the <br />Exchange Club of Martinsville and Allan C. Hill Entertainment, for a Special <br />Use Permit to conduct a circus on October 31, 1991, at a site located on the <br /> <br /> of Commonwealth Boulevard adjacent to the Armory, had been <br /> <br />sou-l~h side <br />withdrawn. <br /> <br />Council accepted the Financial Report submitted by Richard Fitts, Directorof <br /> <br />Finance, for the month ending September 30, 1991. <br /> <br />Council accepted the Acting City Manager's report and recommendation that the <br />$250,000 bond for the new City Treasurer is sufficient according to our <br />insurance consultant and in comparison with other localities similar in size <br />'and population. <br /> <br /> <br />
