250 <br /> <br />THURSDAY, OCTOBER 10, 1991 <br /> <br />Council received a report from the Acting City Manager thatthe:Federal'Emer- <br />gency Management Agency had approved the City's Flood Plain Ordinance as be- <br />ing in full compliance with the regulations for the National Flood Insurance <br />Program. <br /> <br />Council received a report from Acting City Manager Heater on a concern ex- <br />pressed by Councilman Williams regarding construction debris which can be <br />seen from Oak Street. He noted that this is a result of ongoing construc- <br />tion, and that the City will monitor the situation to ensure that all such <br />debris is removed upon completion of the construction. <br /> <br />Council scheduled their first "Town Meeting" for Thursday, November 21, 1991, <br />at 7:00 P.M. at Albert Harris School. <br /> <br />Council scheduled a meeting for Wednesday,. November 20~ 1991, at 1:00 '?,Mo in <br />the Council Chamber to review the applications received for the position of <br />City Manager. <br /> <br />Councilman George Adams questioned the City's ability to enforce solicita-. <br />tions on private property, citing an incident in front of Wal-Mart where a <br />man was claiming to be a veteran and soliciting for a veterans organization <br />when in fact he was not a veteran. The man also had a permit issued by the <br />State allowing solicitation 4/25/91 through 5/15/91 but was soliciting on <br />10/04/91 at Wal-Mart. Council asked Acting City Manager Heater to investi- <br />gate the City's authority regarding this matter and report back to Council. <br /> <br />Councilman Clyde Williams introduced Ms. Kristen Shores, Executive Director <br />of the Central Piedmont Employment Consortiumo Ms. Shores reported that <br />CPEC, in cooperation with Patrick Henry Community Collegef was conducting a <br /> <br /> <br />
