THURSDAYo-OCTOBER 10, 1991- <br /> <br /> Council:.heard a request from Ms. 'Lois Dunagan, Secretary-of':theBo'a~ of .' <br /> Directors-of Stepping Stones, Inc., for funding to purchase a van to beused <br /> to transport adult mentally handicapped clients from their homes to the <br /> Fieldale United Methodist Church where they meet. She noted that they had <br /> contacted. the Southern Area Agency on Aging asking to participate in the <br /> Consolidated Human Services Transportation efforts for the area, but it will <br /> be several-months before this is completed. Council denied the Agency's <br /> request at this time, but noted that they could submit a request for fundingI <br /> during the regular budget preparation process for consideration at that time <br /> by'the City Manager'and Council. <br /> <br />Council received a report by Mr. Ronnie Minter, Commissioner of the Revenue, <br />on the 1991 Personal Property revenue. Mr. Minter noted that the estimated <br />revenue for 1991 will be $1,962,120, which is a decrease of $39,082 or2% <br />under last year. This is attributed primarily to Machinery and Tools as a <br />result of~American Furniture and Sara Lee Knit Products relocating outs~i~'e <br />th~ City :as well as businesses not purchasing new equipment, thus existing <br />equipment depreciates in value., Mayor McClain noted that the Commissioner's <br />estimate of revenues from these sources is only approximately $7,000 lesg! <br />than was estimated in preparing the FY91-92 Budget. I. <br /> <br />As a result of a report from former City Manager George W. Brown to the <br />Council recommending that controls be reintroduced for parking in municipal <br />lots in the Central Business District, Council received comments from Mr. <br />Mark:Black, Member of the DBA and ad hoc Committee studying revitalization of <br />downtown, and Ms. Linda Powell, Treasurer of the DBA. Mr. Black noted that <br />he did not know what the answer was to the problem of downtown employees <br />utilizing the customer parking spaces rather than those spaces designated for <br />employees, but felt that reinstating time restrictions would probably not <br /> <br /> <br />
