It was 'noted <br /> <br />also that this audit would only be for the City's funds--the State will audit <br /> <br />the State funds. <br /> <br />Council considered adoption of a Resolution related to amending Chapter 11 of <br />the City Charter in order to continue the right to issue a limited amount of <br />bonds~ithout holding a referendum, in accordance with the provisionsof the <br />Public Finance Act of 1991. Acting City Manager Heater noted that the <br />amended Resolution prepared by City Attorney Worthy establishes a 2% <br />cumulative cap, which is not what themajority of Council desired. Since the <br />City Attorney was absent from this meeting, Council decided to carry. over <br />this item until the next meeting so that this question could be cleared up. <br /> <br />Upon motion, duly seconded and unanimous vote, Council .authorized the City <br />Manager to execute Adopt-A-Spot Agreements on behalf of the City as requested <br />by the Martinsville-Henry County Clean Community Commission. Mrs. Nancy <br />Henderson, Chairman of the M-HCCCC, noted that this will allow c. Lizens, <br />business people and organizations to clean up areas within the City. This <br />program is sponsored by theVirginia Department of Waste Management and they <br />pro~'~de signs which give the people recognition for their efforts. When <br />people~sign up for this program, they agree/to clean up their area at least <br />four times per year for a two-year period. ~ <br /> <br />Upon motion, duly seconded and unanimous vote, Council approved a request <br />from the City Registrar for a supplemental appropriation in the amount of <br />$1,200 for expenses related to the recent redistricting. It was noted that <br />the Registrar had requested $5,000 for this purpose in the FY91-92 Budget, <br />but the request was denied with the provision that the Registrar could make <br />a request for a supplemental appropriation if such expenses were incurred. <br /> <br /> <br />
