~= ~= TUESDAY, SEPTEMBER 10, 1991 <br />pertaining to wastewater alternatives and the other was a breakdown of the <br /> <br />cost of purchasing.i/3 capacity in the Smith River Outfall Line from the <br /> <br />City's Plant to the PSA's Lower Smith River Plant and the buy-back of PSA <br /> <br />capacity in the City's Plant. Upon motion, duly seconded and by unanimous <br /> <br />vote, Council approved the Amendment. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved the amount <br />of a bond for the new City Treasurer, BerniceSmith. A bond had been secured <br />in the amount of $250,000, which is the same amount as that covering retiring <br />Treasurer John W. Bouldin, Jr. Council asked the City Manager to review the <br />bond amount to determine whether or not it should be increased. ' <br /> <br />Upon motion, duly seconded and by unanimous vote, Council certified the Mayor <br />as voting delegate and the Vice-Mayor as alternate voting delegate for the <br />Virginia Municipal .League Annual Conference in Roanoke, October 6-8, 1991. <br /> <br />Upon motion, duly seconded and by a vote of 3 "yes" and i "no" (Councilman <br />Williams), Council approved an agreement between the City and City Manager <br />regarding contractual consulting services. A copy of this agreement is <br />attached to these minutes as Appendix B. <br /> <br />Council'acknowledged a status report on the effectiveness of Ordinance No. <br />91-1 that eliminated the door knocker procedure forutility payments in which <br />the Director of Finance reported that the elimination of the door knocker <br />procedure has been beneficial to the City's operations and has not resulted <br />in a significant increase in terminations of utility service (after an <br />initial adjustment period). Councilman Oakes asked that a review be made of <br />the amount which the City charges as a reconnection fee to determine whether <br />or not this fee needs to be adjusted. <br /> <br /> <br />
