Several Councilmen suggested that a cap be placed on the amount of <br /> <br />a bond issue which could be approved after holding a public hearing. Upon <br /> <br />motion, duly seconded and by unanimous vote, Council set a public hearing on <br /> <br />the proposed Charter amendment for its September 24, 1991 meeting. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted an <br />amendment to the FY91-92 General Fund Budget which increased revenues and <br />expenditures by $13,036. The amendment was necessary in order to pay the <br />costs associated with the Circuit Court Reporter and to receive reimbursement <br />from the State to fund these costs. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />follo,~ing Resolution asking the General Assembly to amend the Virginia Waste <br />Management Actto exempt counties, cities and towns from the burden of Permit <br />Application Fees as requested by the Mecklenburg County Board of Supervisors: <br /> <br />Whereas, the Counties, Cities and Towns of Virginia became aware <br />that the Department of Waste Management intends to assess Permit <br />Application'Fees associated with treatment, storage and disposal of <br />nonhazardous solid wastes; and <br /> <br />~Whereas, these Permit Application Fees will not be a one-time fee, <br /> but will be recurring fees; and <br /> <br />Whereas, it was not the intent of the Department of Waste <br />Management to assess such fees when the new solid waste management <br />regulations were adopted since a change to the statute was made in <br />the 1990 session of the Virginia Legislature; and <br /> <br />Whereas,' the Department of Waste Management's justification for <br />assessing Permit Application Fees is to cover costs incurred in <br />performing specific administrative functions such as issuance of <br />permits, permit modifications, or certifications to applicants; and <br /> <br />Whereas, Permit Application processing is a normal part of a <br />regulatory agency's business which should be funded as a normal <br />part of their budget paid from the general fund and not from <br /> <br /> <br />
