The Plan recommended <br /> a brokerage approach to coordinate transportation efforts for the area's <br /> human services agencies. The Southern Area Agency on Aging has come forward <br /> to.assume the leadership role in implementing the Plan. In response to a <br /> question, City Manager Brown stated that the City was not obligating itsel'f <br /> to any financial contribution by endorsing the Plan. Upon motion, duly <br /> seconded and by unanimous vote, Council endorsed the Plan and recommended <br /> brokerage approach and asked that a follow-up report on the implementation of <br /> the Plan be given in 6-9 months. <br /> <br />Council considered setting a public hearing related to amending Chapter 11, <br />Section 2 of the City Charter in order to continue the right to issue bonds <br />without holding a referendum, in accordance with the provisions of the Public <br />Finan'se Act of 1991. Mr. Brown explained that even though Chapter 1I, <br />Section 2. of the City Charter mandates that an election be held prior to the <br />issuance of any bonds by the City, this provision has been negated by the <br />Public Finance Act, which allows the City to issue bonds in accordance with <br />the provisions of the Act. LWith the passage of the Public Finance Act of <br />1991t unless the City Charter is amended to remove the referendum <br />requirement, after July 1, 1992, this requirement will be reinstate~ix]!]. Mr. <br />Brown stated that the Charter amendment would allow the Council to issue <br />bonds either after holding a public hearing or after a referendum has been <br />approved by the voters° Councilman Adams stated that he opposed the Charter <br />amendment because he felt that the citizens should be asked to approve any- <br />proposed bond issue. Councilman Oakes disagreed by stating that he felt <br />Council should be able to issue bonds after holding a public hearing~ <br />especially for small bond issues.
